Based on the results of the analysis obtained by the researchers, the science process skills and low cognitive learning outcomes of students based on the learning model used are still not optimal in facilitating students to develop science process skills and cognitive learning outcomes.The purpose of this study is to 1) describe the steps for developing a STEM-based science learning model for improving science process skills and cognitive learning outcomes in students. 2) knowing the feasibility of STEM-based science learning models in improving students' science process skills and cognitive learning outcomes. 3) Find out whether the STEM-based science learning model is able to improve students' science process skills and cognitive learning outcomes. This research uses a development method with the ADDIE model with five stages, namely, analysis, design, development, implementation, and evaluation. Data collection techniques and instruments use observation, interviews, questionnaires, and documentation. The population in this study was 40 respondents in grade V, MI Giriloyo 1. Data analysis uses qualitative and quantitative data analysis. Qualitative data analysis uses the Miles Huberman model, namely, data collection, data condensation, data presentation, and conclusions. While quantitative analysis uses the paired sample t test and the N-Gain score test, assisted by SPSS 22, The results showed that: 1) a STEM-based science learning model developed with the ADDIE model 2) The STEM-based science learning model is considered feasible to be used as one of the science learning models based on the assessment of learning experts, science learning experts, teacher responses, and student responses. 3) The STEM-based science learning model effectively improves science process skills and cognitive learning outcomes of students.
