%X This thesis examines non-state actors engaged in education through the NGO Hoshizora Foundation who creatively conduct effective Fundraising and are intended for the Mimpi Anak Negeri (BMAN) Scholarship program. This research contributes to the existence of NGOs at the local level that can still survive with a series of fundraising activities. The research method is a qualitative study by applying the method of in-depth interviews to the implementers and beneficiaries. In addition, data collection is also through observation and study of documents related to the topic of discussion.  This thesis shows that the fundraising efforts carried out by Hoshizora Foundation apply soft selling to invite donors to be interested and promote scholarship programs in terms of the spirit of the beneficiaries, namely Adik Bintang. Furthermore, corporate fundraising uses an approach that targets national and international corporate CSR programs. Implementation of multichannel fundraising raise funds through various platforms such as online fundraising, crowdfunding, and special events. Then for retention and development donors, Hoshizora Foundation provides accountability in the form of Adik Bintang Progress reports and newsletters that are reported regularly. In addition, Hoshizora Foundation facilitates donors to be able to communicate with beneficiaries through Quality time and be involved in every Hoshizora Forum activity.
