The wage policy regarding the determination of the Provincial Minimum Wage (UMP) is implemented by the Governor. The implementation of the UMP determination by the Governor is based on the considerations, suggestions, and recommendations of the Provincial Wage Council (Depeporv). Initially, the authority of the Wage Board was based on Presidential Decree No. 107 of 2004 concerning the Wage Board and Law No. 13/2003 on Ketenagakerjaan, then changed using Government Regulation No. 51 of 2023 concerning Wages (PP No. 51/2023) based on Law No. 6/2023 on Cipta Kerja. In its authority, Depeprov provides considerations, suggestions, and recommendations to the Governor based on the results of the calculation of the decent living needs survey (KHL). Since the enactment of Law No. 6/2023 on Cipta Kerja, changes in Law No. 13/2003 on Ketenagakerjaan related to wage policies and the Wage Board with the abolition of Article 89 and amendments to Article 98 related to its authority. This writing uses normative-empirical (apply law research). The analysis used is inductive-descriptive. Research conducted by searching for data in the field using interviews with sources involved and related to the DIY Wage Council, became the object of the author's research as primary material. The author also conducts literature reviews, namely laws and regulations, books, journals, articles, and so on, becoming secondary material. The results of this study have two conclusions. First, after the promulgation of the Cipta Kerja Law, the calculation of wage policy was diluted using "wage calculation adjustments" as stipulated in Article 26 PP 51/2023. Second, the authority of the Depeprov continues to provide suggestions and recommendations, the wage policy remains based on PP No. 51/2023. In determining wages in DIY, using the latest formula using regional inflation figures, purchasing power parity, labor absorption, and median wages.
