        abstract = {Managing network system in a newly developed network is not easy. This
is due to perform network management must be carried out continuously so that
the holes of flaws and weaknesses of the network can be detected to formulate
policies that will be issued. Some of the things that emerged in the State Islamic
University of Sunan Kalijaga network management including bandwidth
management issues and network security are important to always be monitored
and evaluated in order to serve the needs of information for the users.
This research uses the top-down approach network analysis method as well
as the merger of qualitative and quantitative research methods to understand the
real condition of the network so it can formulate and develop new proposals with
consideration for a way to solve this problem.
Results obtained from this research is a proposed framework for network
management policy that focuses on bandwidth management and network security
that can be used in PKSI of State Islamic University of Sunan Kalijaga to
anticipate future network changes.}
