Meanwhile, the Kabanjahe District Religious Court office noted an increase in marriages over recent times. Therefore, the author is interested in studying the implementation of marriages during the pandemic at KUA Kabanjahe (Implementation of Presidential Decree No. 12 of 2020 and PP No. 21 of 2020). This research is included in field research which is descriptive analytical in nature. Data collection methods use observation, interviews and documentation, as well as a juridical-normative approach. This research uses qualitative data analysis with an inductive method. The results of this research conclude that the increase in weddings taking place in Kabanjahe indicates that the people of Kabanjahe are not affected at all by the presence of the corona virus even though the government has set social restrictions. Before the pandemic, many people were always invited without any social restrictions. People are free to interact with other people. However, when the Covid-19 disease outbreak hit, social changes occurred, including in the implementation of weddings with the implementation of the Covid-19 health protocol (using masks and physical distancing). The supporting factor is good coordination between the KUA and supporting parties, such as the Covid-19 task force, extension workers, Modin, and the public who are aware of social restrictions.
