N2  - Married couples in the first year of marriage face challenges in adapting and getting to know each other, affecting the quality of their relationship and the potential for divorce. Shared goals, love, and religious understanding are the foundations of happiness in the household. Health examination of the bride and groom-to-be is a preventive and curative measure for a harmonious family. Stunting, the result of poor diet in children, is the focus of government prevention programs. The bride and groom-to-be are expected to build a happy family with children free from the risk of stunting. The stunting rate has decreased, but is still above the WHO limit, the role of the bride and groom-to-be is the key to preventing stunting. Premarital guidance, reproductive health education, and health checks through the ELSIMIL are the strategies. Policies and a team to accelerate stunting reduction as a support from the Surakarta City government, is the key to a stunting-free Surakarta by 2024. Even though stunting cases are decreasing, attention to child marriage is still needed. Latest data, there are 788 cases of stunting in Surakarta City in 2022. This research aims to analyze the implementation of stunting prevention education for the brides and grooms-to-be and identify supporting and inhibiting factors. This research method is descriptive analysis with a legal sociology approach. Primary data was obtained through interviews with related parties in Surakarta City, such as the Head of Religious Affairs Office (KUA), Head of the Health Service, Head of DP3AP2KB, and the PLKB team at the District KUA. Secondary data consists of information on the acceleration of stunting reduction from various sources. Data analysis uses qualitative descriptive methods. The results of this research highlight the success of the Surakarta City Government in integrating technological innovations, such as the ELSIMIL application, in the Sultanikah Capingan program to accelerate stunting reduction. This program, as a flagship government initiative, provides the best service to the brides and grooms-to-be by including pre-wedding services and stunting prevention education through pre-marital guidance methods, the ELSIMIL application, and the role of the Family Support Team (TPK) cadres. By implementing legal structures, legal substance, and legal culture, this program creates a comprehensive framework to support stunting prevention and prepare the brides and grooms-to-be to create healthy families. The positive response from the community, especially the enthusiasm of the brides and grooms-to-be towards education and participation in the application, is an indicator of the success of the program. This success creates hope for a happier and more successful future for families in the city of Surakarta. Second, supporting factors such as government regulations and community enthusiasm dominate the acceleration of stunting reduction. The use of information technology, such as the ELSIMIL and Satukan Solo applications, increases educational efficiency. Time constraints and language limitations, especially the participation of the brides and grooms-to-be with busy schedules and the Arab-dominated environment in Pasar Kliwon District, as well as the challenge of teenage unwed pregnancy, are obstacles to providing education and monitoring.
