%X The plan to build a dam in Wadas village, Bener District, Purworejo  Regency is one of the projects under President Joko Widodo's regime. plans for  andesite mining in Wadas Village as Materials for the National Strategic  Project (PSN) Dam . This mining requires 462.22 hectares of land located in  Guntur Village, Bener District, Purworejo. In addition, this project will cut  hills in the area and destroy the surrounding ecosystem . Therefore, the  implementation of development must be carried out with attention to benefits.  Considering that land acquisition policies actually cause loss of sources of  livelihood and environmental damage. The maqasid shari'ah construct states benefit  which includes safeguarding 5 things ( kulliyyah al khams ).  This research uses a type of qualitative research (Field Research), research  which will carry out a series of activities to collect primary data in the field of the  research object with related parties. This research is of a nature descriptive analytic  that is aim to describe And analyze the processes and concepts of phenomena  maqashid shari'ah . This research uses a Sociological Juridical and Empirical  Juridical approach, namely sociological juridical legal research based on normative  law, but does not examine the norm system in legislation. This research observes  the reactions and interactions that occur when the norm system operates in society.  The data in this research was collected using interview techniques as the main  technique and documentation. The data that has been obtained is then analyzed  using data analysis techniques by means of reduction, data presentation, and  drawing conclusions using validity and reliability techniques.  The results of this research indicate that the implementation of land  acquisition experiences inconsistencies in the material content in government  regulation Number 18 of 2021 so that the meaning of socio-anthropological and  geographical conditions is not optimal. This has implications for fulfilling the  rights of maslahah al ammah within maintaining al-mahafazah ala al-umuri alkhamsah .
