abstract: Data from the Indonesian Child Protection Commission (KPAI) indicates that there were 2,355 cases of child rights violations in 2023. Families are supposed to act as protectors of children from various risks of rights violations. However, in many cases, these children are sent to Child Social Welfare Institutions (LKSA) or orphanages due to their unmet rights within the family. There are more than 6,200 LKSAs in Indonesia. One of the LKSAs that is accredited as excellent is Mustika Tama Orphanage, Bantul. This study aims to understand the vulnerability conditions of families whose children are sent to Mustika Tama Orphanage, the welfare conditions of children when they are in vulnerable families, and the efforts of Mustika Tama Orphanage in fulfilling the rights of foster children.
The study uses a qualitative descriptive research type, with data collection techniques through in-depth interviews, observation, and documentation. The research location is at Mustika Tama Orphanage, Bantul. Informants were selected using purposive sampling technique consisting of 2 (two) family members of foster children, 4 (four) foster children, 2 (two) caregivers, and 3 (three) administrators of Mustika Tama Orphanage. Data analysis involved the process of collection, reduction, presentation, and validation of data, followed by interpretation and drawing conclusions based on relevant findings and theories.
The research findings show that client families at Mustika Tama Orphanage face various vulnerabilities, especially in economic and social terms, which result in their difficulty in meeting basic needs. In addition, they face challenges such as health disorders and family conflicts. Children face vulnerabilities in fulfilling their basic rights, including the right to a decent life, protection, and access to education. These various aspects mutually influence the conditions of their development. The foster care program at Mustika Tama Orphanage provides protection and fulfillment of the rights of children from vulnerable families, in accordance with the standards set by the government. This program covers various aspects, ranging from access to education and health to psychosocial support, with the aim of providing children with appropriate protection and ensuring the fulfillment of their rights.
