N2  - Marriage is a spiritual and physical bond between a man and a woman as husband and wife with the aim of forming a family. However, many marriages are conducted when prospective couples are still unable to fulfill their roles within the household. There are still many factors that lead to marriages being carried out prematurely. Nevertheless, the state intervenes to provide a guideline for the timing of marriage with the enactment of Law number 16 of 2019 regarding the minimum age for marriage. However, the enactment of Law number 16 of 2019 does not guarantee that marriages will adhere to the age limits set forth in the law. In practice, the number of marriage dispensations remains very high for various reasons. The number of couples applying for marriage dispensations in Yogyakarta City in 2022 amounted to 75 individuals. The Yogyakarta City Counseling and Marriage Preservation Body (BP4) contributes to reducing the incidence of early marriage by providing counseling and implementing marriage education programs. The efforts of BP4 Yogyakarta in conducting marriage education programs aim to reduce the incidence of early marriage in Yogyakarta City. BP4 also collaborates with health and education institutions to effectively implement marriage education programs.
The type of field research conducted is descriptive qualitative research using an epistemological ontological approach. The data collection techniques in this study utilize three methods: observation method, interview method, and documentation method. Primary data sources are collected through questioning BP4 Yogyakarta Konselorf, while secondary data in the form of reports and related documents are collected through documentation.
The results of the study conclude that BP4 strives to provide an understanding of the responsibilities and commitments in marriage, as well as assisting couples in addressing issues and strengthening marital bonds preventively. Overall, these constraints indicate that the role of BP4 Yogyakarta in addressing early marriage is hindered by internal and external factors. Although they make significant efforts in providing advice, guidance, and support, without adequate support from various parties and without efforts to address internal limitations, the effectiveness of BP4 in addressing early marriage issues may be limited. Therefore, collaborative efforts and internal improvements are needed to enhance the performance and positive impact of BP4 in helping couples face challenges in their marriages.
