However, people with disabilities often experience discrimination due to their physical and mental differences, both at the national and international levels, so their basic needs must be met and protected. Indonesia, with a high number of people with disabilities, has issued policies such as Law No. 4 of 1997, Law No. 8 of 2011 on the ratification of the CRPD, and Law No. 8 of 2016. However, the implementation of these policies still faces challenges such as limited accessibility, negative stigma, and lack of accurate data. Malaysia, with approximately 4.86 million people with disabilities, only had 486,878 registered in 2016. The Malaysian government supports people with disabilities through the Persons with Disabilities Act 2008 which recognizes their rights and adopts a social model of disability. However, there is still a gap between the policy and the reality faced by persons with disabilities. This thesis uses library research with a juridical-normative approach, collecting data from primary, secondary, and tertiary legal materials, and analyzing it descriptively-analytically. The theoretical framework used includes human rights, disability theory, and public policy theory. The results show that Indonesia and Malaysia have made various efforts to fulfill the rights of persons with disabilities through the issuance of relevant policies. The policies in both countries reflect not only ethical and religious commitments towards persons with disabilities, but also practical efforts to realize broader social inclusiveness based on the values of justice and equality. In Indonesia, recognition of the rights of persons with disabilities is realized through Law No. 8/2016 on the Rights of Persons with Disabilities. Malaysia, through the Persons with Disabilities Act 2008, recognizes and protects the rights of persons with disabilities. Both countries have made efforts to integrate people with disabilities into all aspects of social life, including education, health, politics and the economy. While progress has been made, there are still challenges in implementing the policy, such as accessibility limitations, social stigma, and the need for improved accurate data. This research underscores the importance of the government's commitment to ensuring policies related to people with disabilities are effectively implemented. This includes improving accessibility, removing stigma, and strengthening data collection systems.
