The development of Rempang Island includes an integrated industrial, trade, and tourism area that is expected to compete with neighboring Singapore and Malaysia. BP Batam, which was appointed to oversee the realization of the investment, plans to relocate the Rempang indigenous people who already inhabit 16 old villages on Rempang Island. This research uses a type of qualitative research (Library Research), which will conduct a series of efforts to obtain data by reading, examining, identifying, criticizing, and understanding legal materials in the form of laws and regulations and literature books related to the research. This research seeks to find out how the issue of Rempang Eco City is viewed from Maslahah Mursalah. This research is an analytical descriptive research with a statutory approach (statue approach) and normative juridical. The data in this research is collected by collecting secondary data, namely data obtained from existing sources. The results of this research show that the implementation of the Rempang Eco City project is apparently not in line with the constitutional mandate of the Republic of Indonesia, which should protect the customary rights of indigenous peoples but instead the opposite. The Rempang Eco City project should bring benefits/maslahah to the wider community. The economic benefits generated by this project should not be at the expense of the basic rights of indigenous peoples.
