N2  - This study looks at the social inclusion-based library transformation program in the ?Cemerlang? village library. The purpose of this research is to identify and describe changes in the social inclusion-based village library "Cemerlang" towards improving the welfare of the Ngawi community and to identify constraints in the implementation of the program. This study uses descriptive qualitative methods, observation techniques, interviews and documentation to obtain information. In data analysis, data is reduced, explained and concluded, then presented in sentences that are easy to understand. The result of the research is that the "Cemerlang" village library has succeeded in transforming to bring good changes to improving the welfare of the Ngawi people, especially Watualang Village. This is shown by the fulfillment of the 8 aspects in the community welfare indicator and in program implementation it is also in accordance with the characteristics of social inclusion-based libraries. Researchers also provide advice to village heads, regional libraries, library managers and the Ngawi community to provide support for the programs implemented, routinely maintain, promote, publish and report on activities carried out and hope to regularly present interesting activities and the enthusiasm of the visiting community library increases.
