This research use desciptive qualitative approach. Methods of data collection using observation, interviews, and documentation. Meanwhile, for data analysis using the Miles and Huberman model, namely data reduction, data presentation, and conclusions. To test the validity of the data, researchers used source and technical triangulation techniques, used reference materials, and conducted member checks. The results of this study indicate that the implementation of the STARLA service carried out by the Yogyakarta City Library goes through eight stages, namely (1) determining the theme, concept, and storybook, (2) determining the time and place to take the video, (3) recording sound and taking the video. , (4) video editing, (5) reviewing, (6) making a video teaser, (7) uploading the STARLA video on the Yogyakarta City Library's YouTube channel, and (8) finally conducting an evaluation.
