To be able to provide quality services, the counselor must have good communication skills. Counselor skills in communicating with counselees in counseling sessions must have begun to be mastered while still studying as prospective counselors. However, currently it is still difficult to find a standard instrument that can comprehensively measure aspects of communication skills in prospective counselors, especially those based on Islamic values. For this reason, this research was conducted to produce a valid and reliable standardized instrument in the form of an Islamic values-based communication skills measurement scale for prospective counselors. The scale construction procedure in this study adapts the theory of Saifuddin Azwar with slight modifications, starting from the stage of identifying measurement objectives, limiting the measurement domain, operationalizing aspects, validating the content of indicators, writing items, validating the content of items, empirical evaluation (field-test), estimating reliability to final compilation. Based on the results of the validity test, a total of 53 statement items with 18 indicators and 6 behavioral aspects were valid and able to measure the construct of Islamic communication skills of prospective counselors appropriately. While the reliability estimation using the Hoyt coefficient shows a value of 0.961 which indicates that the Qawlan Scale has a satisfactory level of reliability in measuring the construct. %Z Pembimbing: Sudharno Dwi Yuwono, M.Pd.
