But in reality in the field that many public service employees are still not orderly against existing regulations. This study aims to determine how the management strategy of the office head in improving employee performance, and how the performance of public service employees at the Bantul Regency Ministry of Religious Affairs Office. The method in this research is a qualitative research method with data collection techniques through observation, interviews, and documentation. Determination of the subject of this research uses non-probability sampling technique with purposive sampling type. The technique was determined by 3M criteria, namely understanding, experiencing, and knowing related to the research topic. The subjects of this research include: the head of the office, the head of the Administration subdivision, 6 section heads, service subdivision employees, and One Stop Integrated Service employees. Data analysis used transcribing, coding, grouping, comparing and contrasting, and interpreting techniques. Furthermore, in data validity techniques, researchers used source triangulation techniques. The results showed that: 1) the performance of public service employees at the Bantul Regency Ministry of Religious Affairs Office has been carried out in accordance with Law Number 25 of 2009 where services must be updated in accordance with the expectations and demands of the community which include: service orientation, integrity, commitment, discipline, and leadership. Although it cannot be denied that some employees are less obedient to the rules; 2) The strategic management in improving the performance of public service employees in accordance with the theory David includes: planning in improving employee performance, the first through Position Analysis and Workload Analysis and the second through increasing employee competence. Implementation of each employee is included in various activities aimed at improving employee abilities such as training, training, and others.
