H., M.Hum. abstract: Public services are a series of activities in fulfilling service needs for every citizen and resident in the form of goods, services and / or administrative services as regulated in Law Number 25 of 2009 concerning Public Services. The implementation of public services at the Population and Civil Registration Office of Polewali Mandar Regency is still complained about by some people, because it is not efficient and effective, such as the slow implementation of services and document completion; convoluted service procedures and limited facilities provided by the Population and Civil Registration Office of Polewali Mandar Regency (Ducapil). The type of research is field research (Field Research). The nature of the research used is descriptive-analytic, with a juridical-empirical approach with data collection techniques with observation, interviews, questionnaires and documentation. The results showed that the implementation of public services at the Population and Civil Registration Office of Polewali Mandar Regency was not fully in accordance with the principles of Law Number 25 of 2009 concerning Public Services. From the analysis conducted, only 6 of the 10 principles in the law are well implemented, namely the principles of public interest, legal certainty, accountability, professionalism, equal rights / non-discrimination, and openness. However, the Population and Civil Registration Office of Polewali Mandar Regency has tried to meet public service standards but is constrained by limited tools and technology; lack of public facilities, human resources, namely the unprofessional attitude of employees, and lack of community participation.
