In the event that the remaining term of office of the dismissed Village Head is more than 1 (one) year, an interim election of the Head of the Village will be held through the Village Headquarters Deliberation. Mangunan Sub-district is the first sub-district in Kapanewon Dlingo to hold interim village head elections. The previous village head had resigned as village head due to protests from the community because he was considered disturbing the community and violating his ethics as a leader. So there is a vacancy in the position of Village Head in Mangunan District and the remaining term of office is approximately 3 (three) years. The public still does not know much about the interim Village Head elections, whether such elections are regulated by law, and whether elections using a representative system are valid or violate the regulations. This research uses qualitative methods with empirical juridical research, analytical descriptive research, and uses a legal approach with interview data collection techniques and document studies. This election uses a deliberation and consensus mechanism and uses a representative system. The implementation procedures are in accordance with the mandate in Article 47 of Law Number 6 of 2014 concerning Villages and in accordance with the mandate of Article 47D of Regulation of the Minister of Home Affairs Number 65 of 2017 concerning the Election of Village Heads, namely through the stages of preparation, implementation and reporting. However, there are still several special notes that need to be further evaluated, namely: (1) The time for the formation of the Interim Village Head Election Committee exceeds the time limit specified as mandated by Article 45a paragraph (1) of Government Regulation Number 43 of 2014 and Article 4 paragraph (2 ) Bantul Regent Regulation Number 37 of 2021. However, this is because the interim election of the Head of the Village is guided by Bantul Regent Regulation Number 37 of 2021 and this regulation only came into effect on May 3 2021. So the formation of the committee was formed on May 24 2021, even though The previous sub-district head was dismissed on March 29 2021. (2) The contents of the Interim Sub-district Head Election Rules and Regulations have not been included regarding the submission of inter-term Sub-District Head election fees. (3) The announcement and socialization of the registration of prospective Interim Village Heads has not yet been carried out optimally. This is proven by the fact that there are only 2 (two) registrants for prospective Interim Village Heads and they are husband and wife (4). In terms of research, the requirements for prospective Interim Village Heads are not in accordance with the regulations stated in the regulations, namely within a period of 7 (seven) days but only carried out in 3 (three) days. Then, holding inter-term village head elections became a necessity because there was a vacancy in the position of village head due to the resignation of the previous village head. The success of the interim village head election cannot be separated from the role of competent institutions and committees. Implementation is also greatly helped by the existence of regulations governing the interim village head election, especially the Bantul Regent Regulation which regulates guidelines for the interim village head election. In the procedure there are no obstacles, the obstacles are at the socialization stage which is still less than optimal, so the public doesn't know much about what inter-time village head elections are and the public still wonders whether it is legal if the election is only chosen by a few representatives. date: 2024-05-08 date_type: published pages: 112 institution: UIN SUNAN KALIJAGA YOGYAKARTA department: FAKULTAS SYARI’AH DAN HUKUM thesis_type: skripsi thesis_name: other citation: Elsa Astyadatu, NIM.: 20103040031 (2024) ANALISIS YURIDIS PEMILIHAN LURAH ANTAR WAKTU KALURAHAN MANGUNAN KAPANEWON DLINGO KABUPATEN BANTUL TAHUN 2021.
