N2  - Waste management carried out by the Guwosari Maju Sejahtera Village-Owned Business Entity not only aims to solve the waste problem, but also becomes a potential and main topic that can encourage the local economy and become one of the efforts in empowering the community. Therefore, the purpose of this research is to find out the process, supporting factors, and inhibiting factors in the implementation of community empowerment through waste management carried out by the Guwosari Maju Sejahtera Village-Owned Enterprise.
This research uses a qualitative approach with data collection techniques through interviews, observation and documentation. Meanwhile, to determine the informants, researchers used purpose sampling technique. The informants in this study amounted to seven people consisting of the Director of BUMKal Guwosari Maju Sejahtera, the Head of the Go-Sari Waste Management Unit, and five Go-Sari Unit workers. In data analysis, researchers involved three steps, namely data reduction, data presentation and conclusion drawing. Meanwhile, to check the truth of the data, researchers used triangulation techniques with sources and techniques.
The results of this study indicate that the process of community empowerment through waste management by the Guwosari Maju Sejahtera Village-Owned Business Entity is carried out in three stages, namely awareness, transformation of abilities, and capacity building, which involves education, skills training, and support for facilities and economic incentives to encourage community independence. The supporting factors for empowerment include the persistence of the manager, good cooperation between administrators, and support from the government. While the inhibiting factors of empowerment include the instability of workers, low participation and involvement of the local community
