N2  - Poverty in Indonesia is a serious challenge that requires special attention. This phenomenon is a complex issue in both developed and developing countries. The aim of this study is to achieve social welfare and reduce poverty rates in East Java Province. The research method used is quantitative with a panel data regression approach, using a sample from all regencies/cities in East Java Province. The data were analyzed to identify factors affecting poverty levels. The results show that social health security and education levels have a significant impact on poverty, whereas the minimum wage for regencies/cities does not show a significant effect. The findings of this study can also serve as a reference for future researchers to explore other potentially influential variables, thereby producing more effective and systematic policies to reduce poverty in the region.
