The role of the Honorary Board is important to study because it is still less than optimal for the Honorary Board of the Klaten Regency DPRD to respond and follow up on alleged violations of the code of ethics committed by DPRD members through its duties, powers and functions during the 2019-2020 period.  This research uses a qualitative approach with a descriptive method to evaluate the effectiveness of the implementation of the duties of the Honorary Board, as well as to identify various obstacles faced in the process of enforcing the code of ethics.  The results showed that the Honorary Board of the Klaten Regency DPRD plays an important role in the implementation of the internal control function through its two functions, namely active and passive functions. Active functions that carry out work mechanisms by evaluating attendance at all meetings of DPRD members, the intensity of meetings conducted by sending reports to members, and always urging not to violate the rules of order, especially regarding the code of ethics. Passive functions that follow up when there are complaints that indicate violations by members of the Klaten Regency DPRD. The implementation of these duties, powers and functions faces significant challenges, especially in relation to unresponsiveness in following up violations of the code of ethics. The main obstacles include internal barriers such as a sense of “ewuh pakewuh” or reluctance to strictly enforce sanctions against colleagues. There is also debate over the boundaries of the Honorary Board's authority between the ethical and legal areas, which also slows down the decision-making process. Although the Honorary Board has attempted to carry out its functions, there are still weaknesses in the enforcement of the code of ethics that require improvement, including increased transparency and courage in imposing sanctions to ensure the integrity of the Klaten Regency DPRD institution is maintained.
