%X Along with the rapid growth of Indonesia's population, problems have emerged that hinder the achievement of welfare, namely the problem of poverty, which is actually not only a complex problem for Indonesia but also other countries. Poverty is one of the problems faced by every country, several policies have been taken by the Indonesian Government as an effort to eradicate poverty, one of which is the Family Hope Program. The Family Hope Program (PKH) is a program to provide conditional social assistance to poor and vulnerable families as one of the policies in handling the poor. As a basis for the government's obligation to implement the Family Hope Program for its citizens in reducing poverty is the regulation Peraturan Menteri Sosial Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan  In this research, the type of research used is field research with descriptive-analytic research characteristics. The approach used is empirical juridical, namely a legal research method that looks at social realities in society and then connects them with applicable laws and regulations and existing legal theories. Primary data sources were obtained from observations and interviews with the Kalitirto District Government, Kalitirto PKH Facilitators, and PKH Beneficiary Families in Kalitirto District. Meanwhile, secondary data sources come from books, papers, journals related to research. The theories used in this research are Policy Implementation Theory, Welfare State Theory, and Maslahah  The results of this research show that the implementation of government policies in the Family Hope Program is going well, this is indicated by a decrease in the number of KPM in 2019-2020. Based on the analysis of welfare state theory, the family hope program is a form of state responsibility to build a social protection system for the poor in order to improve social welfare. Even though each stage is running, it is not perfect and maximally covers all targets of the poor. However, the family hope program is considered very beneficial for poor communities and shows an effort to create benefits.
