The modus operandi is sexual exploitation in which groups of women are often victims. The rise of this crime requires more attention, including legal protection for victims as an effort to prevent the possibility of victims becoming secondary victimization or second victims forever. Therefore, the problem raised in the writing of this law is related to the legal protection of victims of sexual exploitation (sex trafficking), the criminal act of human trafficking in the Special Region of Yogyakarta. There are two basic things in this research, namely first, what are the forms of protection for victims of sexual exploitation of criminal acts of human trafficking in the Special Region of Yogyakarta. Second, the obstacles in implementing legal protection for victims of sexual exploitation (sex trafficking) of criminal acts of human trafficking in the Special Region of Yogyakarta. Basically, there are various forms of legal protection provided to victims, including providing restitution and infrastructure, counseling services, legal assistance, and providing information. This type of research is field research using an empirical juridical approach and studying using victimology theory. The data collection technique is by interviewing various related sources, namely, Mr. Haris Firmansyah (LPSK), Mrs. Ica and Mr. Arif (DP3AP2KB), Mr. Kamal (Head of the Bantul Resort Police PPA Unit), Mrs. Beti, member of the Yogyakarta Special Regional Police Trafficking Unit, Ipda Apri Savitri (Kanit PPA SAT Reskrim Yogyakarta Police), Interview with Noviana Moliasa (RDU DIY legal counselor), and the victim who was represented by one of the staff of the Women's Social Protection and Rehabilitation Center. Based on the results of the discussion of this research, several conclusions can be drawn. First, legal protection for victims of sexual exploitation (sex trafficking) criminal acts of human trafficking in the Special Region of Yogyakarta has not been fulfilled, because there are still victims who are neglected due to several factors, including, legal apparatus who lack competence in handling TPPO victims, victims who do not cooperative (reluctance) in the protection process and law enforcement process, and inadequate protection facilities, including shelters as rehabilitation places whose needs have not been met, as well as teams of psychologists and legal counselors who are not commensurate with the number of victims. Second, the obstacles to the implementation of forms of legal protection for victims are that the mechanism for blocking the assets of perpetrators or convicts has not been regulated, causing the right to restitution to not be fulfilled optimally.
