In the city of Yogyakarta, there are 130 roads which are then divided into three areas to be used as public roadside parking lots. Parking activities on the edge of public roads have actually been regulated by the Yogyakarta City government through Yogyakarta City Regional Regulation Number 1 of 2020 concerning Retribution for Parking Services on the Edge of Public Roads. The regulation explains that parking service users are required to pay parking retribution in accordance with the stipulated regional retribution letter (SKRD). In addition, it is also explained that parking attendants when collecting parking fees are required to provide SKRD. However, in practice, there are several incidents where parking attendants do not provide SKRD when collecting retribution, and worse, the retribution rate is higher than the existing regulations. This type of research is field research. The approach used in this research is empirical juridical. This research is descriptive analytical, namely by collecting data obtained by means of field observations, interviews with the Yogyakarta City Transportation Agency and parking attendants and documentation which are then analyzed to find out the description of parking retribution collection activities on the edge of public roads in Yogyakarta City. The theoretical framework used in this research is Sarjono Soekanto's Legal Effectiveness theory and maṣlaḥah mursalah. Based on the results of the research, according to the theory of legal effectiveness, the collection of retribution in Yogyakarta City Regional Regulation Number 1 of 2020 concerning Retribution for Parking Services on the Edge of Public Roads has not been fully effective.
