These village funds come from the APBN and are budgeted in stages from the total transfer funds to the regions, with a target of 10% of the APBN capacity. in 2019 it was IDR 933.9 million, and in 2020 it was IDR 960.6 million. In 2020, village funds allocated amounted to IDR 72 trillion for 74,953 villages, and the same amount was also allocated in 2021. Based on the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia Number 16 of 2018 concerning priority use of village funds in 2019, Village funds are prioritized to finance programs and activities in the field of village development and village community empowerment. However, in Silau Dunia Village, which is located in Simalungun, village funds disbursed since 2019 have not shown significant results. In 2019, this village received funds amounting to IDR 879,223,274, but field conditions were still far from expectations. Infrastructure development such as roads, irrigation and water access is still experiencing a lot of damage. Rural communities' access to the city has also not experienced significant improvements. This shows that there are problems in managing village funds, including in implementing the authority of the village head and various other obstacles. This research aims to examine the effectiveness of the village head's authority in managing village funds as well as the perspective of siyasah fiqh on the obstacles faced by the government in managing village funds. This research uses field research methods with the nature of empirical juridical research. Research data sources include primary data such as interviews and documentation, as well as secondary data which includes primary legal materials such as the 1945 Constitution, Law no. 6 of 2014 concerning Villages, Minister of Home Affairs Regulation Number 20 of 2018 concerning Village Financial Management, and Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 7 of 2021 concerning Priority Use of Village Funds in 2022. Also includes secondary legal materials such as journals, books, academic manuscripts, and works from legal circles. The results of the research show that the village head of Silau Dunia has carried out several duties well, such as publishing the village budget. This is in line with the principles of good governance which emphasize the importance of information disclosure to the public. However, in terms of transparency and accountability, the village head has not been able to maximize his efforts. The discrepancy between published financial reports and conditions in the field as well as the low level of community participation in monitoring the use of village funds indicate deficiencies in the application of the principles of good governance and siyasah fiqh. %Z Pembimbing: Proborini Hastuti, M.H
