Many Micro, Small, and Medium Enterprises (MSMEs) in Bekasi Regency have labeled their products as halal without actually possessing the halal certificate. However, the procedure for granting halal labeling permits is based on a halal certificate issued by the Badan Penyelenggara Jaminan Produk Halal (BPJPH). This research aims to answer the following questions: Why do many Micro, Small, and Medium Enterprises (MSMEs) in Bekasi Regency still not have halal certificates? How do MSMEs and community leaders respond to the mandatory halal certification policy in Bekasi Regency? How does Islamic legal sociology view the mandatory halal certification policy in Bekasi Regency from an Islamic legal sociology perspective? This research is a field research using an empirical sociological approach. Data collection techniques were conducted through interviews, observations, and documentation. This research is descriptive analysis, then the analysis was carried out using a theoretical framework, namely the theory of legal awareness and compliance. The results of this study show that the factors influencing the low legal awareness of halal certificate ownership among MSMEs in Bekasi Regency include education, age, religious understanding, and regulations. MSMEs with higher education levels tend to better understand the importance of halal certification and see it as a long-term investment that reduces legal risks and increases customer trust, while those with lower education often do not fully understand its long-term benefits. In addition, age also affects compliance with halal certification, where older MSMEs tend to value the importance of halal certification due to their long business experience and understanding of legal risks. Younger generations, who are more focused on modern and innovative business aspects, often pay less attention to legal compliance such as halal certification, indicating that experience and age play an important role in legal awareness and compliance with regulations. Religious understanding is also an important factor, with MSMEs that have a strong understanding of religion being more likely to prioritize halal certification as a form of religious obedience and obedience to the government.
