description: The issue of social welfare in the city of Yogyakarta has caused some community groups to take advantage of the strategic conditions of the city as a tourist destination to earn a living by begging. Homeless and beggars basically violate the norms of life of the Indonesian nation based on Pancasila and the 1945 Constitution. Specifically, the DIY Government has stipulated Regional Regulation Number 1 of 2014 concerning Handling Homeless and Beggars which is intended to address the existence of homeless and beggars through the regulation and rehabilitation of the DIY Social Service at the Bina Karya and Laras Social Rehabilitation Center (BRSBKL) Yogyakarta. However, the implementation of the regulation stipulated on February 27, 2014 has not had a significant impact because there are still many homeless and beggars found on highways, traffic lights, and in tourism centers. This study attempts to examine the implementation of Regional Regulation Number 1 of 2014 concerning Handling Homeless and Beggars using a MAṢLAḤAH perspective. This research is a field data-based research that in its legal research is included in the empirical legal research approach in the City of Yogyakarta with the benchmarks of the Republic of Indonesia Law Number 11 of 2009 concerning social welfare, Government Regulation of the Republic of Indonesia Number 31 of 1980 concerning the Eradication of Homeless and Beggars, and Regional Regulation of the Special Region of Yogyakarta Number 1 of 2014 concerning the handling of Homeless and Beggars. Data collection techniques were carried out by conducting direct observations in Maliboro and its surroundings, and collecting information from government agencies related to the enforcement of the DIY Regional Regulation Number 1 of 2014, namely the Head of the Social Rehabilitation Division of the Yogyakarta Special Region Social Service, the Yogyakarta City Civil Service Police Unit, and then to the people of the Special Region of Yogyakarta who were randomly selected based on the classification of residents. The results of this study indicate that the effectiveness of law enforcement of the Yogyakarta Special Region Regional Regulation Number 1 of 2014 is constrained by internal and external factors. Internal factors come from the limitations of the DIY Social Service and the Yogyakarta City Satpol PP in terms of operational costs and inadequate manpower to accommodate the number of Gepeng. In addition, external factors that hinder the effectiveness of this Regional Regulation are public awareness not to give money to homeless and beggars. Social, spiritual rehabilitation, and vocational skills training provided by related agencies are included in the dharuriyat MAṢLAḤAH because the essence of the MAṢLAḤAH is general and aims for the sustainability of a decent community life and the MAṢLAḤAH desired by the Regional Regulation of the Special Region of Yogyakarta Number 1 of 2014 requires effective coordination between the community and the government.
