        abstract = {Marriage registration is a very important administrative obligation, this is as explained in Law No. 1 of 1974 concerning Marriage, which is then strengthened by Government Regulation No. 9 of 1975 which emphasizes that without registration, a marriage has no legal force and is found in the Kapanewon Saptosari KUA which has a high level of unrecorded marriages.
This research uses a type of field research (field research) which is carried out directly in the field to explore information and data that can support the analysis of writing. The nature of the research uses a descriptive analytical method that is narrated to accurately describe and analyze events or phenomena. The data source of this research uses primary data and secondary data. This research approach uses empirical juridical research which consists of research on legal identification and research on legal effectiveness. This research data collection technique uses interviews, observation and documentation.
The results of the research on unregistered marriages in Kapanewon Saptosari show that marriage registration officers view unregistered marriages as having a negative impact on society. Therefore, unregistered marriages are caused by two factors, namely geographical factors and economic factors. The long distance between the community's residence and the Kapanewon Saptosari Religious Affairs Office makes it difficult for the community to access transportation in terms of cost and added to the administrative costs for marriage files. So there needs to be a special effort to directly overcome the factors that cause the high number of unregistered marriages in Kapanewon Saptosari. then the efforts made by the Kapanewon Saptosari Religious Affairs Office are socialization and coordination.}
