N2  - DI Yogyakarta is a province that pays great attention to people with disabilities and always strives to realize inclusive development and friendly areas for all levels of society. At the end of 2023, the Committee for the Protection and Fulfillment of Persons with Disabilities (KP2HPD) in Yogyakarta was disbanded and replaced by the Forum for Respect, Protection and Fulfillment of the Rights of Persons with Disabilities (FP3HPD) through Governor Regulation of Yogyakarta No. 90 of 2023. The change of KP2HPD to FP3HPD raises questions in many circles, especially regarding the role of the new body.
This research was conducted using descriptive qualitative research method. The data collected are sourced from primary data, secondary data, and tertiary data. Primary data was obtained through field research by conducting interviews with the First Expert Social Counselor of the Social Service of the Social Service of DI Yogyakarta Province about the role of FP3HPD in efforts to fulfill the rights of persons with disabilities in DI Yogyakarta. Secondary data is obtained from books, legislation, and journals. While tertiary data is obtained from internet dictionaries and legal dictionaries. This research is written using Gustav Radbruch's theory of legal objectives.
The results of this study show that FP3HPD plays a role in encouraging coordination and synergy between the government, the private sector, and NGOs to fulfill the rights of persons with disabilities in Yogyakarta, so that the fulfillment of the rights of persons with disabilities is done by many parties. Thus, the researchers concluded that the role of FP3HPD is in accordance with the spirit of Radbruch's legal objectives, namely justice, expediency, and legal certainty. However, FP3HPD cannot be separated from a number of technical obstacles in carrying out its role, such as the lack of public understanding of the role of the agency, Regional Apparatus Organization's incomplete understanding of the human rights-based concept related to persons with disabilities, and limited facilities and infrastructure in supporting efforts to fulfill the rights of persons with disabilities in DI Yogyakarta
