%X Sexual violence is a problem that still occurs in various places, including in higher education environments, one of which occurred at UIN Sunan Kalijaga Yogyakarta. Cases of sexual violence in universities are increasing day by day, both reported and unreported. This research is based and motivated by the Decree of the Director General of Islamic Education of the Ministry of Religion Number 5494 of 2019, where the author is interested in researching matters related to UIN Sunan Kalijaga after the decree was issued, namely regarding the active role of the UIN Sunan Kalijaga Yogyakarta campus in preventing and overcoming sexual violence and seen from a gender and human rights perspective.
The research method used is field research with a descriptive-analytic research nature and a research approach using normative and empirical as well as primary and secondary data sources. Meanwhile, the data collection used was observation, interviews and documentation methods as well as data analysis using qualitative data analysis methods.
The results of this research show that sexual violence that occurs within the UIN Sunan Kalijaga environment targets vulnerable groups, most of the victims are women. Women categorized as a vulnerable group are entitled to special treatment and protection under human rights laws and regulations due to their vulnerability. Specifically, UIN Sunan Kalijaga has implemented efforts to protect the rights of the academic community to obtain a safe, comfortable and inclusive educational environment for vulnerable people including women from sexual violence through the establishment of an institution for the prevention and handling of sexual violence at UIN Sunan Kalijaga which was formed due to the Director General's Decree Pendis Ministry of Religion Number 5494 of 2019, namely the Integrated Service Center (PLT). The existence of an Integrated Service Center (PLT), SOPs designed and existing Chancellor's regulations regarding the prevention and handling of sexual violence are good steps in preventing and handling sexual violence with the existence of principles in an important role, namely the principles of handling victims and standards of victim services and the existence of strategies. preventive (prevention) and curative (treatment). However, there are still obstacles in terms of preventing and handling sexual violence. In terms of prevention, the Integrated Service Center does not have definite funds because it is not the Governance Organization (ORTALA) of UIN Sunan Kalijaga so there is still little to carry out prevention (such as seminars, etc.), and must collaborate with other institutions. Then, in terms of handling PLT, it is limited to recommendations, making it seem blunt.
