%A NIM.: 20104090061 Almas Uzma Qatrunnada %O Pembimbing: Dr. Sumarsono, M.Kom %T ANALISIS PENYUSUNAN STANDAR OPERASIONAL PROSEDUR UPAYA OPTIMALISASI DIGITALISASI LAYANAN KEPEGAWAIAN PADA APLIKASI SEDAKEP DI KEMENTERIAN AGAMA KABUPATEN SLEMAN %X The background to this research began with the researcher's interest in the SEDAKEP application innovation owned by the Sleman Regency Ministry of Religion Office in supporting the Ministry of Religion's priority program for digitizing services. In its implementation, so far there has not been a complete written procedure. The impact is that some employees still have difficulty understanding how to use the application and lack information when changes in service flow occur. Another problem is that employees sometimes delay their work because there is no standardization of time in procedures. Personnel administration work should have official and detailed guidelines in accordance with the Republic of Indonesia Minister of Administrative and Bureaucratic Regulations number 35 of 2012 because the activities involved are so complex. Therefore, this research aims to optimize the digitalization of personnel services in the SEDAKEP application through the preparation of effective and efficient Standard Operating Procedures. The research method used is qualitative research with a descriptive approach. Data collection techniques use observation, interviews and documentation. There were 8 informants in this study, selected purposively referring to the criteria of knowing, experiencing and understanding. Data analysis techniques use data condensation, data presentation, and drawing conclusions. Data validation uses source triangulation and technique triangulation. The results of this research show that: 1) The working mechanism of each personnel digitization service has fast system performance, information updates, security is currently in the quite safe category. By having personal access rights using the Civil Servant Employee Identification Number, the system has been efficient in saving time, costs, and energy, as well as the services provided have a fast response if there are problems with the system or user. Meanwhile, the obstacles faced are that there is no standardization of service times and elderly employees still find it difficult to use the application. 2) The implementation of this service activity begins with socialization of the use of the SEDAKEP application, followed by employee familiarization and simple guidelines. Researchers observed that from the 11 services that were still being used, there were only 4 guides via YouTube tutorials, including e-assignment letters, e-alibi, e-disposition and e-cuti guides, while the other 7 guides were not available. Then the written guide available in the new application is a guide to entering the application and an introduction to the service menus. Apart from that, there is only a detailed guide on e-cuti services. 3) Efforts to optimize the digitalization of personnel services have been carried out, namely compiling Operational Standards for SEDAKEP application services to become an update to existing guidelines by having an output in the form of the main SEDAKEP Service Standard Operational Procedures manual. %K Digitalisasi Layanan, SEDAKEP, Standar Operasional Prosedur %D 2024 %I UIN SUNAN KALIJAGA YOGYAKARTA %L digilib68727
