Along with increasing global awareness of the importance of transitioning to clean energy, the Indonesian government has demonstrated a strong commitment to reducing dependence on fossil fuels through Presidential Instruction No. 7 of 2022. This instruction aims to accelerate the use of battery-based electric motor vehicles (BEV) as part of the national strategy to reduce emissions and achieve the net-zero emission target. This policy is expected to encourage significant changes in the use of motorized vehicles, especially in the government sector and State-Owned Enterprises (BUMN). The central, regional, and BUMN governments are instructed to prioritize the use of electric vehicles in their daily operations. In addition, this policy also mandates the provision of supporting infrastructure such as public electric vehicle charging stations (SPKLU) and the implementation of incentives that can encourage the acceleration of electric vehicle adoption by the wider community. However, the reality on the ground shows that the implementation of this policy still faces various challenges. The limited availability of adequate charging infrastructure, high conversion costs, and the availability and affordability of electric vehicles are still the main obstacles. In addition, the readiness of technology, industry, and society in supporting this transition is not yet fully optimal. Thus, there is a gap between what is expected from this policy (Das Sollen) and the reality on the ground (Das Sein). This gap needs to be analyzed and addressed to ensure that the strategic objectives of Presidential Instruction No. 7 of 2022 can be achieved, so that Indonesia can move faster towards a cleaner and more sustainable future. This study uses a normative legal approach method such as examining public policy, also examining the principle of tasharruful imam 'ala al ra'iyyah manutun bi al maslahat which examines how the concept of maslahah will be used as a basis for making an imam policy. The Presidential Instruction Policy No. 7 of 2022 on the procurement of electric motor vehicles has many positive impacts, but also presents several challenges and negative impacts. High implementation costs, access gaps, social resistance, environmental impacts from battery production and disposal, limited charging infrastructure, dependence on imported technology, and potential policy instability are some of the factors that need to be carefully managed. To mitigate these negative impacts, a comprehensive strategy is needed, including continued policy support, incentives for local technology development, education and training programs, and investment in charging infrastructure and effective battery recycling systems. With the right approach, this policy can achieve its main objectives while minimizing the negative impacts that may arise.} }
