abstract: This study aims to identify and analyze the challenges of Karang Taruna Desa Bendungan's participation in the village fund budgeting cycle. Karang Taruna Desa Bendungan, as a youth organization with a strategic role in the community, holds significant potential to support transparency, accountability, and sustainable development through the management of village funds. This research focuses on their involvement in the stages of planning, implementation, and monitoring of village funds, as well as the obstacles they face in ensuring that village policies reflect community needs, particularly those of the younger generation.
Using Andrea Cornwall's theory of participation, the study found that Karang Taruna Desa Bendungan's participation generally falls under the functional level. Their involvement is primarily evident during the implementation and monitoring of village programs, while their role in strategic decision-making remains limited. The success of their participation is highlighted by initiatives such as youth skill training programs spearheaded by Karang Taruna, despite facing challenges such as limited access to village funds, insufficient financial support from the village government, and competing interests from other community groups.
This study recommends enhancing the capacity of Karang Taruna Desa Bendungan through training and strengthening their strategic role, fostering greater synergy between Karang Taruna and the village government, and developing more inclusive participation models. These measures are expected to enable Karang Taruna Desa Bendungan to become a more effective key actor in promoting transparency and accountability while advancing sustainable village development through the management of village funds.
