The policy was implemented by both schools in January 2020. The school identified is SD Negeri 2 Kebulusan. Both institutions are designated as presidential instruction schools. SD Negeri 1 Kebulusan serves as the primary institution. The two schools are situated within a single complex and are oriented towards one another. This will affect the school's social environment. This study analyzes the impact of the school merger policy implementation at SD Negeri 2 Kebulusan through the lens of Total Quality Management (TQM) theory as proposed by Jerome S. Arcaro. This study employs a qualitative research methodology. The data collection method involves interviews, observation, and documentation. The selection of subjects employs a non-probability technique, which does not ensure equal opportunities in the selection of sources. Researchers select sources that possess knowledge, understanding, and experience related to the research topic. The researcher analyzes the collected data through data reduction, data presentation, and conclusion drawing. Researchers utilize source triangulation to verify the validity of data. The study's results indicate: (1) The context for implementing the school merger policy, which includes: proximity of schools within the same area, unhealthy competition, and a declining student population. Factors that support the implementation of the school merger policy include sufficient facilities and infrastructure, as well as backing from the school committee and community leaders. The inhibiting factors during the policy implementation process originate from within the school and from the parents or guardians of students at SD Negeri 1 Kebulusan and SD Negeri 2 Kebulusan. The implementation of school mergers at SD Negeri 2 Kebulusan, viewed through the lens of Total Quality Management (TQM) as articulated by Jerome S. Arcaro, yields a satisfactory outcome for stakeholders. This school demonstrates significant development by adhering to principles such as customer focus, total involvement, measurement, commitment, and continuous improvement. The school environment is more conducive, allowing for greater focus on the implementation of school programs.
