Judges' considerations in deciding drug abuse cases, in particular types of psychotropics, are a crucial aspect of the criminal justice system in Indonesia. The main problem in this research is analyzing the considerations of the panel of judges in handing down a decision in the case of Decision Number.18/Pid.Sus/ 2020/Wat/20221215173322. This research is a field study, conducted intensively, in detail, and deeply on the object of study, which is the circulation of psychotropic substances in Kulonprogo. The approach in this research uses a juridical-empirical approach. The study is descriptive-analytical, which describes and analyzes the implementation of criminal offenses related to psychotropic drug abuse in Kulonprogo, Yogyakarta. The data collection methods used include observation, interviews, literature review, and documentation. The results of the study indicate that even though the Narcotics Law No. 5 of 1997, which has regulations on the punishment limits for psychotropic drug offenders, is in place, law enforcement officers, such as the police and prosecutors, still face challenges. The considerations of the panel of judges in issuing decisions in psychotropic drug abuse cases, such as in Decision Number 18/Pid.Sus/2020/Wat, take into account elements such as an individual possessing, storing, controlling, or providing narcotics of Group I for personal use without authorization or against the law. %Z Prof. Dr. Drs.
