N2  - Smoke-Free Areas (KTR) are an effort to protect and guarantee the rights of the community to breathe clean air without cigarette smoke. This thesis research took a study in the Malioboro Tourism Area of Yogyakarta with the title "Implementation of the Yogyakarta Mayor's Regulation Number 2 of 2017 Concerning Smoke-Free Areas from the perspective of the legal system of Lawrance M Friedman". How is the implementation of the Yogyakarta mayor's regulation number 2 of 2017 concerning smoke-free areas with the theory of the legal system of Lawrance M Friedman. How is the implementation of the Yogyakarta mayor's regulation number 2 of 2017 concerning smoke-free areas with the theory of Maqashid asy-Syariah. In accordance with the concept of Maqashid asy-Syariah so that the community gets better benefits from it. The implementation of the Yogyakarta Mayor's Regulation No. 2 of 2017 concerning Smoke-Free Areas is reviewed from the Maqashid asy-Syariah Theory that the policy has not created benefits, because there are several aspects that have not been fulfilled.
This research is descriptive-analytical, namely describing and analyzing the implementation of the smoke-free area regulation in the Malioboro area of Yogyakarta. This type of research is field research which includes observation and interviews with the Malioboro area community. Analyzing the data compiler using qualitative analysis with the inductive method, and the approach used is the juridical-empirical approach. The theory used is the legal system theory of Lawence M. Friedman and the Maqashid asy-Syariah theory.
The results of the study show that the implementation of the smoke-free area regulation has not been fully effective, especially in the Malioboro area. The ineffectiveness of the smoke-free area regulation can be viewed from three components, namely the legal structure aspect, the party that has the authority in the implementation is not yet optimal in carrying out its duties, both in terms of the quantity of minimal human resources and the lack of coordination between the authorities and other government agencies. Aspects of legal substance, there are several articles that do not provide legal certainty for the community. The aspect of legal culture appears that the community does not fully support this regulation. The determination of a policy can be accepted by Islamic law because what the government does in order to establish the Mayor's Regulation Concerning the Smoke-Free Area in Malioboro.
