        abstract = {Aceh is a province that receives special attention from the central government in managing its own government affairs. This is stated in Law Number 11 of 2006 concerning the Aceh Government and Law Number 18 of 2001 concerning Special Autonomy. In implementing autonomous government, the Aceh government made arrangements regarding a special government structure that takes care of communities located below the sub-district head and at the level above the village which houses several villages, namely the mukim government. Mukim have the duties of administering government within their territory as regulated in Southeast Aceh Regency Qanun Number 2 of 2014 concerning Mukim. However, the mukim institution is currently experiencing a weakening, its existence is considered to exist and not exist due to the weakness of its function. Therefore, this theme needs to be researched in Optimizing the Strengthening of Mukim Institutional Functions.
This type of research is field research with a juridical-empirical approach, while the data analysis technique used is descriptive analysis starting from collecting data, classifying data, describing data and selecting it selectively to produce a conclusion. To collect data, the author used interview, observation and documentation methods.
The research results show that Qanun Number 2 of 2014 concerning Mukim must strengthen its function as a Mukim Institution in terms of Organization, Finance, Infrastructure, Human Resources (HR), and Organizational Cooperation. So that it can re-optimize the existence of mukim institutions in society. Meanwhile, according to the maslahah murlahan perspective, strengthening mukim institutions in Village Development is a benefit in society, with the form of strengthening must be in accordance with the objectives of the Sharia, be universal, and not conflict with existing propositions. Strengthening Mukim institutions in village development concerns the interests of the people and hifz an-nash (protecting life and safety) in welfare. This falls into the problem of maslahah murlah.}
