%X Subsidized fuel is part of a government policy that aims to ease the economic burden on low-income people. This policy is regulated in Law No. 22/2001 on Oil and Gas, which includes provisions on the distribution, trading, and misuse of subsidized fuel. However, in its implementation, there is a mismatch between regulations and practices in the field, which causes this policy to be less effective. In the view of legal sociology, the effectiveness of regulations depends not only on the content of the law itself, but also on the relationship between the law, society, and the institutions that enforce the law. An effective law must be relevant to the needs of society and be consistently applied.
The type of research used to examine this research is qualitative research. This research is perspective, which is a study conducted to provide a general understanding or analyze an issue based on existing events or information using a sociological approach. Data sources are obtained from reference books, journals and websites as well as the results of interviews from several sources, then the data is analyzed using legal sociology theory and mafsadah theory.
The results of this study indicate five factors that make the law ineffective in society. Among the five factors are the legal factors themselves which are considered unable to be realized in society, then the law-forming factors or legal norms, then the law enforcement factors which are considered unable to provide legal socialization to the community so that people do not care about sustainable law, then the legal facilities and facilities, the last factor is the factor of socio-cultural justice. The result of the ineffectiveness of the law related to the distribution of subsidized fuel is a bad impact on society which is considered detrimental to the community and benefits some groups that hoard subsidized fuel oil.
