In realizing the Helsinki MoU, the Aceh Government established Aceh Qanun No. 17 of 2013 on the Komisi Kebenaran dan Rekonsliasi Aceh (KKR), which was one of the Qanuns established after the Helsinki MoU was agreed upon, as an effort to process the fulfillment of the points of agreement contained therein and also based on Law No. 11 of 2006 concerning the Government Aceh (UUPA). However, the results of the Aceh Government's work in realizing the Helsinki MoU are still very minimal. Starting from this, researchers want to see why the Helsinki MoU has not been realized as it should be and also related to the performance of the Aceh Government as the perpetrator of the implementation of the Helsinki MoU. he type of research in field research or using normative-empirical legal research. By examining the reality and data in the research location through interviews. Furthermore, this research uses the library research method by using the theory of Public Policy written by William N. Dunn and the theory of healing therapy for trauma recovery (Inner Hurt) according to Abu Zaid Al-Balkhi as an analytical material in this research. In this study, the author analyzes how related to the evaluation of the performance of the Aceh Government in realizing the Helsinki MoU related to reparations for victims of human rights violations and also regarding the healing intensity of the Aceh Government in normalizing the trauma (inner hurt) of victims due to the DOM. This study reveals that there is no evaluation of the Aceh Government's performance in realizing the Helsinki MoU related to reparations for victims of human rights violations. The results of the performance of the Aceh Government Apparatus are also still very far from expectations, only urgent reparations have been realized by providing assistance of 10 million per person for 235 victims, while comprehensive reparations have not been realized at all. Related to the recovery of trauma (inner hurt) for victims of conflict by establishing a spiritual relationship with God (Allah), this did not get support, assistance and facilities from the Aceh Government and this cycloeducation activity has only been carried out twice during the two periods of the Komisi Kebenaran dan Rekonsiliasi Aceh (KKR) was formed, this cycloeducation activity is a support program for the KKR made by the Pulih Aceh Foundation. of course this has not been evenly distributed and maximally carried out if only 2 times. The most influential factor in the implementation of the Helsinki MoU is the limited budget, which has prevented urgent reparations efforts, especially comprehensive reparations.
