N2  - This study examines the complexities of halal certification in Rejang Lebong Regency,
a Muslim-majority region that has significant potential in the development of the halal
industry in the Micro, Small and Medium Enterprises (MSMEs) sector. Despite its
demographic advantages, the region faces substantive challenges in understanding and
implementing halal certification, characterized by a lack of information, limited access
to education, and low awareness of business actors. The research uses a qualitative
method by integrating the development communication strategy of the Hedebro model
and the Mauidzahtil Hasanah da'wah method. Data collection techniques were carried
out through triangulation of methods, including field observations, in-depth interviews
with stakeholders, and comprehensive documentation studies.
The research findings reveal that the success of halal certification is highly dependent
on a persuasive, holistic and sustainable communication approach. Communication
strategies that are simple, gentle and constructive have proven effective in transforming
the understanding and attitudes of business actors. The research identified four critical
success factors: (1) active multi-stakeholder involvement, (2) optimization of
communication media, (3) culturally sensitive approach, and (4) provision of ongoing
education. The main contribution of the research is to produce an integrative
communication model that synergizes the principles of da'wah and development
communication in the context of halal certification. This model not only offers practical
solutions to improve halal certification in Rejang Lebong, but also provides a
theoretical basis in the development of communication and da'wah studies in the realm
of small business empowerment. The implications of the research include strategic
recommendations for developing communication capacity, strengthening extension
institutions, and optimizing collaboration between the government, certification
bodies, and business actors in accelerating the implementation of halal certification
comprehensively.
