MGMP PAI in Pangandaran has been established for a long time and has organized activities and management. Starting from the low competence of teachers, inadequate facilities, educational infrastructure, weak management elements at the education unit level, to the lack of participation from elements of society in organizing education. All of these are a series of problems that require serious handling and strong commitment from all parties to overcome them. This study uses mixed methods research. As a method, Mixed methods research focuses on data collection and data analysis and combines quantitative and qualitative data in both single studies and series studies. Combined research using a sequential exploratory strategy, begins with data collection and analysis with qualitative research as the first stage, and then continues using quantitative research based on the results of the first stage. Therefore, the main priority is to use qualitative research to explore the problem being studied. The merging process begins when connecting the results of qualitative data analysis and quantitative data collection. Based on the results of the research conducted by the author, there are the following results: 1) found the implementation of the subject teacher deliberation (MGMP) PAI. 2) implies the development of MGMP PAI training in improving pedagogical competence and the quality of teacher learning so that teachers achieve learning objectives. 3) found The results of the study revealed that the pedagogical competence and quality of learning possessed by PAI teachers at MTSN 4 Pangandaran are in the moderate category, this can be seen from the acquisition of the score categories obtained by respondents in three categories of high, medium, and low, most of which showed moderate results. The development of pedagogical competence of PAI teachers in the MGMP forum includes two aspects, namely the aspects of learning tools and assessment.
