        abstract = {The government has issued Article 4 paragraph (1) of Law Number 11 of 1995 concerning goods subject to excise, one of which is tobacco products. However, in Pamekasan, many people do not pay excise on tobacco products (illegal cigarettes). The production of illegal cigarettes in Pamekasan has become a serious issue caused by opportunities, business competition, and the tendency of the community to disregard legal regulations.
This research is a qualitative study and employs a sociological approach to analyze the practice of illegal cigarette production in Pamekasan through the perspective of the sociology of law. Data were collected through observation, interviews, and literature studies, then analyzed using descriptive qualitative analysis techniques.
The research results indicate that the production of illegal cigarettes in Pamekasan is driven by economic factors, business competition, as well as legal and cultural constraints within the community, which can be explained through Max Weber's theory of social action. This phenomenon reflects the weaknesses in legal protection, law enforcement, legal effectiveness, and the conflict between traditional legal culture and modern law.}
