abstract: The formation of village regulations is one of the important processes in democratic and participatory village governance. Based on the Regulation of the Regent of Kebumen Regency Number 54 of 2016, Article 6 concerning guidelines for the preparation of village regulations, it is explained that in the formation of Village Regulations through a form of participation that not only includes the involvement of residents in the consultation or deliberation process, but also in the formulation and decision-making stages related to policies taken by the village government. However, public awareness of the importance of village regulations, limited access to information, and the lack of effective communication between the village head and its residents, cause the process of making village regulations sometimes not to fully reflect the needs of the community. This study aims to explain the role of the village head in encouraging participation in the process of forming village regulations in Plumbon Village, Karangsambung District, Kebumen Regency. The main problem in this study is, what is the role of the Village Head in encouraging public participation in the process of forming Plumbon Village Regulations, Karangsambung District, Kebumen Regency?
This type of research uses a juridical-empirical research type, the research method used by the Compiler is the field method and the type of qualitative research with data obtained from observations, interviews and documentation. This research is descriptive analytical using a statute approach. Data analysis in this study was carried out by summarizing the data obtained from the interview results and will be supplemented with other sources, such as books, articles, journals, and so on to support the interview results.
The results of this study indicate that as stated in Article 69 paragraph (9) of Law Number 6 of 2014 in practice it has not been optimally implemented, due to the lack of community participation and several factors and obstacles were found in Plumbon Village, including the large number of villagers who do not understand the importance of the Village Regulation and how the determination process is, most people are busy with their daily work and consider village meetings as non-priority activities. In this case, the community feels uninvolved in the process of compiling the Village Regulation, which causes them to feel apathetic. Based on this, as regulated in the Regulation of the Regent of Kebumen Regency Number 54 of 2016, Article 6 concerning guidelines for the preparation of village regulations, in this case public participation does not only include the involvement of residents in the consultation or deliberation process, but also in the formulation and decision-making stages related to policies taken by the village government. Therefore, the community must take part in the process of forming village regulations.
