This study aims to: (1) develop an e-comic based on tolerance values in Islamic Religious Education for 5th-grade students, focusing on moral elements, (2) examine the feasibility of the developed e-comic, and (3) measure its effectiveness in enhancing students' understanding of religious moderation. This research employed Research and Development (R&D) methodology using the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model. The research subjects were 5th-grade students at SD Negeri 55 Bengkulu City. Data collection utilized observation, interviews, questionnaires, and tests. Data analysis included qualitative analysis for observational and interview data, and quantitative analysis using paired t-tests to measure product effectiveness. The results show: (1) The e-comics development was implemented through five systematic stages, producing a product that integrates tolerance values through two main stories with characters representing Indonesian diversity. (2) The ecomics received highly feasible ratings from content experts (90%), media experts (91.67%), and learning practitioners (90.63%). (3) The implementation of the ecomics proved effective in enhancing understanding of religious moderation, demonstrated by an increase in mean scores from 62.19 to 83.66 (p<0.05). This research contributes to the development of innovative learning media and is of interest to students, especially at the elementary school level. This ecomics offers a practical solution in instilling the value of religious moderation, especially the aspect of tolerance.
