"The rapid advancement of technology and science over time has brought about new developments, one of which is cell-based meat. The emergence of cell-based meat has led the Muslim community to question whether it is halal to consume or not. In February 2024, the Islamic Religious Council of Singapore issued a fatwa declaring that cell-based meat is halal for consumption, but under certain conditions. On the other hand, Nahdlatul Ulama issued a fatwa in September 2021 stating that cell-based meat is impure (najis) and haram for consumption. This study aims to analyze the differences in legal reasoning (istinba>t}) and the legal foundations used by these two institutions.\r\nThis research employs a library research method and is descriptive-analytical in nature, using an usul al-fiqh approach. The primary sources consist of the fatwa from the Islamic Religious Council of Singapore and the fatwa from Bahtsul Masail of Nahdlatul Ulama, complemented by secondary sources such as books, journals, and articles discussing cell-based meat. The study utilizes two theories: the theory of differences among scholars and the theory of legal reasoning (istinbat al-hukm).\r\nThe findings of this research regarding the fatwa from the Islamic Religious Council of Singapore and the fatwa from Bahtsul Masail Nahdlatul Ulama on cell-based meat are as follows. First, the difference in opinion regarding the permissibility of consuming cell-based meat arises from differences in the application of legal evidence. The Islamic Religious Council of Singapore refers to the Qur'an, hadith, and principles of Islamic jurisprudence (qawa'id fiqhiyyah), while Bahtsul Masail refers to classical fiqh books from the Islamic madhhabs. Second, in determining the ruling, the Islamic Religious Council of Singapore uses istinba>t} bayani, which refers to the Qur'an, hadith, and legal principles, as conditions for declaring cell-based meat halal for consumption. Additionally, it employs istinba>t} istislahi, using the concept of maslahah al-mursalah to consider the technological innovation and the welfare of the community in consuming cell-based meat. In contrast, Bahtsul Masail Nahdlatul Ulama applies istinba>t} bayani, relying on classical fiqh books from Islamic madhhabs, and declares cell-based meat impure and haram due to the failure to meet the requirements of slaughtering in accordance with Islamic law and the potential use of impure substances, such as unsanctified blood serum."^^ .
