N2  - This study aims to examine the application of the principle of transparency by the National Unity and Politics Agency of Sleman Regency (Bakesbangpol Kab. Sleman) in the management of political party funds, especially related to financial assistance sourced from the APBD. Referring to Article 9 of Law Number 14 of 2008 concerning Public Information Disclosure (UU KIP), it is emphasized that public bodies are obliged to provide financial information that can be accessed by the public openly and periodically, so that several legal problems are unraveled, namely how is the management of political party financial assistance for the 2019 election, especially the 2024 budget year by Bakesbangpol Kab. Sleman and whether the management of political party financial assistance by Bakesbangpol Kab. Sleman has met the principle of transparency in order to realize good governance. So this study is important to answer these problems.
To answer these problems, a type of field research is used with an empirical legal approach with the subjects studied, namely Bakesbangpol Kab. Sleman, in addition to other supporting agencies such as the Information and Law Network (JDIH) of Sleman Regency. The method of collecting data by researchers using documentation techniques, such as analyzing the verification archives of political parties for the 2024 budget year, Decree of the Regent of Sleman No. 28/Kep.KDH/A/2024, the results of the audit of political parties by the BPK for the 2023 budget year and for interviews conducted with the Bakesbangpol of Sleman Regency, especially the Domestic Politics and National Resilience Division and the General and Personnel Sub-Division and the Legal Section of the JDIH of Sleman Regency.
The results of this study indicate that the management of financial assistance for political parties for the 2019 Election for the 2024 budget year by Bakesbangpol of Sleman Regency cannot be accessed directly by the public and requires formal procedures. The verification process for political parties is carried out quickly, but has the potential for human error. When viewed from the principle of good governance, especially in the application of the principle of transparency, Bakesbangpol of Sleman Regency. Sleman has not been fully transparent in political party financial reports, this is because the implementation of technical guidance (bimtek) from 2020 to 2024 was not supported by adequate documentation or evidence of publication, reducing accountability and transparency.
