PDAM Tirta Sembada as a clean water service provider in Sleman Regency faces challenges in meeting clean water needs. However, even though PDAM Tirta Sembada has an important role in providing clean water, some consumers feel that the quality of the water they receive is not good. PDAM Tirta Sembada consumers complain about problems with the quality of the water they receive, such as cloudy water, smelly water, small water discharge, pipe leaks, and swelling of payment bills. These various problems encourage the need for further research to analyze how consumer protection is at PDAM Tirta Sembada and how PDAM Tirta Sembada is responsible for consumer losses. This type of research is a descriptive analytical field research with an empirical legal approach. The research data was obtained by interviewing PDAM Tirta Sembada consumers and analyzing laws and regulations. The analysis in this thesis focuses on the suitability of the implementation of consumer protection at PDAM The results of this research show that: First, the provision of legal protection for consumers regarding water services at PDAM Tirta Sembada has not been proven by the existence of consumer problems related to water quality.
