Other surveys show a significant gap between individuals with disabilities and non-disabled individuals in accessing educational facilities across all levels of education. Specifically, only 3.38% of people with disabilities can complete higher education, compared to 9.68% of non-disabled individuals. This research is a field study with a qualitative descriptive approach. This study aims to reveal the results of implementing the Disability Service Center's strategic management in fulfilling the accessibility rights of students with special needs. Data were collected through observation, interviews, and documentation. The research subjects consisted of 15 informants, of which 5 informants were determined based on purposive sampling. Furthermore, 10 additional people were determined through snowball sampling. This research was conducted from September to December 2024. Data analysis was carried out through data reduction, data presentation, and conclusion. Then, the data validity test used in this study was technical triangulation and source triangulation. The results of the study revealed that (1) the concept of the Disability Service Center (PLD) of UIN Sunan Kalijaga in fulfilling the accessibility rights of students with special needs is based on the principles of equality, accessibility, and sustainability, which are implemented through affirmative policies, inclusive academic services, strengthening disability-friendly infrastructure, and strategic partnerships. (2) PLD implements four main strategies in fulfilling the accessibility rights of students with disabilities, namely developing inclusive services, increasing awareness of accessibility rights and inclusive culture, strengthening partnerships to support funding and services, and developing human resource competencies. (3) Fulfilling accessibility for students with disabilities at UIN Sunan Kalijaga is an urgent need that requires improving infrastructure, adaptive teaching methods, awareness of the academic community, and optimizing the role of PLD to realize equal and sustainable inclusive education. (4) The implications of implementing these strategies are reflected in three main aspects: education, economy and society. The educational aspect is through the acceptance of graduates of disabled students in the public sphere, the economic aspect in the form of educational funding support that encourages learning participation, and the social aspect which includes increasing awareness of inclusion, reducing stigma, and changing public perceptions of individuals with disabilities.
