The aim of this research is to analyze the development strategies and challenges in managing religious tourism in this area. The main issue in this research is the low involvement of the local community in tourism management and the lack of synergy between the government and the community in supporting sustainable development. This research uses a qualitative approach with a case study method. Data collection techniques include field observations, stakeholder interviews, and policy document analysis. Data validation is conducted using source and data triangulation techniques and analyzed through data reduction, presentation, and conclusion drawing. The study results show that the Tomb of Sheikh Jumadil Kubro has a significant role in the spiritual and economic aspects of the surrounding community. From a spiritual point of view, this tomb became a pilgrimage center that attracted pilgrims from various regions, strengthening the religious values of the community. From an economic perspective, the existence of this tomb encourages the growth of the small business sector and local trade. However, tourism development in this region still faces obstacles such as limited infrastructure, lack of community participation in tourism management, and regulations that have not supported local empowerment optimally. Tourism (CBT) in the management of religious tourism to improve the welfare of the local community while maintaining the spiritual values of historical sites. Practically, the results of this study can be a recommendation for local governments and tourism managers to develop a more inclusive and sustainable strategy for managing religious tourism.} }
