This research uses the Reseach and Development (R\&D) method with the 4D development procedure: Define, Design, Development, Dissemination. Data collection in this study used observation, interviews and documentation, validation sheets, assessment sheets, response sheets and tests. The data in this study were analyzed using qualitative and quantitative descriptive techniques. Qualitative data analysis to analyze the results of observations, interviews and documentation, and product validation by experts, namely material experts and media experts. Quantitative data analysis was used to analyze product assessment data by practitioners, student responses and was carried out to analyze product effectiveness tests carried out by comparing Pretest and posttest scores using the paired sample t-test assisted by SPSS 22. The results showed that the water cycle board media based on the talqiyan fikriyan method in IPAS learning showed the results: 1) the media is declared valid with the results of statements given by material experts and also media experts with valid statements and feasible to use, 2) the media is declared practical with the results of educators' responses to practicality by obtaining a percentage of 83\% which is included in the very practical category, 3) the water cycle board media is declared effective in the learning process as seen by the results of the prestest and also the posttest which shows an increase in results, where the pretetst result is 52.35 and the posttest result is 75, which shows an increase in learning outcomes in students. As well as the effectiveness test using SPSS 22 the acquisition of the Independent sample t-test sig. 0,000 {\ensuremath{<}} 0,05. So it can be stated that the water cycle board media can improve thinking skills in students in IPAS learning.} }
