"Mediation is one of the alternative dispute resolution methods expected to\r\nprovide an effective solution in resolving consumer disputes, particularly at the\r\nConsumer Dispute Settlement Body (BPSK) in Yogyakarta City. Based on Law\r\nNumber 8 of 1999 concerning Consumer Protection and the Regulation of the\r\nMinister of Trade of the Republic of Indonesia Number 17/M-DAG/PER/4/2007\r\nconcerning the Consumer Dispute Settlement Body, BPSK has the authority to\r\nresolve disputes, one of which is through mediation. Mediation is anticipated to\r\nreduce cases and prevent prolonged dispute resolutions in court. In the last two\r\nyears, the implementation of mediation at BPSK Yogyakarta City has shown a\r\nsignificant increase. In 2022, mediation successfully resolved 4 cases, accounting\r\nfor 11.8% of the total 34 consumer dispute cases. Meanwhile, in 2023, the number\r\nof cases resolved through mediation rose to 15 cases, equivalent to approximately\r\n44.1%. Observing the factors influencing the effectiveness of mediation at BPSK\r\nYogyakarta City in 2022-2023 becomes crucial. This research aims to analyze the\r\nmechanism of dispute resolution through mediation, evaluate how far the mediation\r\nprocess at BPSK Yogyakarta aligns with the principles of al-ṣulḥ in Islamic law,\r\nand assess the effectiveness of mediation based on Lawrence M. Friedman's theory\r\nof legal effectiveness.\r\nThis research adopts a field research approach, utilizing qualitative\r\nanalysis with a prescriptive-analytical nature and a juridical-empirical approach.\r\nData collection techniques include observation, interviews, and documentation.\r\nThe analysis employs a deductive reasoning method to draw conclusions from\r\ngeneral issues to specific problems. This study is guided by the framework of\r\nLawrence M. Friedman’s legal effectiveness theory and the principles of al-ṣulḥ in\r\nIslamic law to produce comprehensive conclusions.\r\nThe research findings indicate that the mediation mechanism at BPSK\r\nYogyakarta City adheres to the essential elements of mediation and aligns with the\r\nprinciples of peace (al-ṣulḥ), reflecting deliberation and justice. From the\r\nperspective of effectiveness, mediation at BPSK Yogyakarta City in 2022-2023 is\r\nconsidered reasonably effective, evidenced by the significant resolution of disputes.\r\nFrom a substantive legal perspective, the mediation process complies with\r\napplicable regulations, although improvements are still needed, particularly\r\nregarding procedural law guidelines used as references in mediation\r\nimplementation. This effectiveness is further supported by adequate legal structures\r\nand a legal culture among the community that demonstrates positive development\r\nand increasing awareness of the importance of mediation in resolving disputes."^^ .
